Applicants must meet minimum qualifications at the time of hire. Preferred Qualifications: HR Specialist: 1-2 years prior experience working in payroll or human resources for a large organization or higher education. 1-2 years experience working with a variety of HRIS systems, such as PeopleSoft HCM and timekeeping systems. 1-2 years experience with State personnel laws, rules, regulations, procedures, and guidelines. 1-2 years experience with position management within state agencies or higher education institutions.
HR Business Partner: 2+ years prior experience working in payroll or human resources for a large organization or higher education. 2+ years experience working with a variety of HRIS systems, such as PeopleSoft HCM and timekeeping systems. 2+ years experience with State personnel laws, rules, regulations, procedures, and guidelines. 2+ years prior experience working with a unionized organization 2+ years experience managing and documenting Workers’ Compensation and Family Medical Leave. 2+ years experience with position management within state agencies or higher education institutions. 2+ years experience with employee relations.
Conditions of Employment: Knowledge, Skills and Abilities: Ability to analyze, interpret, and evaluate a broad range of laws, rules, and regulations in order to exercise good judgment in applying them to human resource challenges. Knowledge of the professional standards, concepts, and practices of recruitment and selection, employee relations, or organizational development and human resource policy. Ability to communicate effectively, both in writing and orally, including public speaking. Ability to establish and maintain effective working relationships with employees at all levels throughout the institution. Present and maintain a professional, polished, and positive demeanor/disposition while working with internal and external stakeholders in a dynamic, high-paced environment. Ability to handle sensitive and confidential issues in a professional manner. Excellent time management, multi-tasking, and organization skills; ability to take direction and use judgment to meet multiple deadlines. Proficient in the Microsoft Office Suite, including Outlook, Excel, and Word and open to learning additional HR systems. HR Business Partner: Expertise in using HR analytics to identify insights, forecast trends and facilitate informed decision-making. Experience or familiarity with data analysis, reporting tools, artificial intelligence (AI), or emerging technologies, gained through professional experience, education, training, certifications, or self-directed learning, to support effective HR practices and decision-making.
